Virginia began issuing new chip-enabled SNAP EBT cards in September 2026. These chip cards are replacing current magnetic stripe cards, helping to safeguard your nutrition benefits and reduce fraud. All Virginia EBT customers will receive a new chip card by December 31, 2026.
Just like modern debit and ATM cards, the new cards use dual-interface technology, allowing both tap and chip-insert transactions for a more secure experience. Your chip card includes an expiration date and three-digit security code for online purchases and PIN setup/reset.
Only the card technology is changing. Your benefit amounts and issuance schedule will stay the same.
If you have not received your new chip card yet, no action is needed other than making sure your contact information is current.
Please confirm that your mailing address, phone number, and email are up to date with your local department of social services to help ensure your new card arrives without delay.
Once you receive your chip card, follow the enclosed instructions to activate your card and set a new PIN.
Once activated, you can use your chip card at stores, farmers' markets, and other SNAP-authorized retailers throughout Virginia that accept EBT cards.
Important: Your old magnetic stripe card will automatically deactivate 60 days after the new card is mailed, even if you have not activated the new one.
Chip cards are now being mailed to SNAP customers in 20 pilot localities, with cards expected to arrive by October 1, 2026.
Statewide mailing to all remaining SNAP customers will continue in phases from October through December 2026.
Pilot localities include: Chesterfield/Colonial Heights, Fairfax City and County, Lynchburg, Madison, Manassas Park, Middlesex, New Kent, Norfolk, Northampton, Orange, Patrick, Portsmouth, Radford, Richmond City, Roanoke City, Smyth, Surry, Warren, Washington and Wythe.

Yes. All magnetic striped EBT cards will be replaced with new chip cards.

Yes. The lock/unlock feature through the ConnectEBT mobile app and web portal will work with the new chip cards. We recommend using the "lock everywhere" feature to reduce the chances of having your benefits stolen.
There is always some risk, but chip technology greatly reduces it. Using the lock/unlock feature, changing your PIN regularly and only using the ConnectEBT app also helps protect your benefits.
No, there will be no interruption to your SNAP benefits.

Yes, you may use your EBT card at any authorized retailer for online purchases. You will need your card number, PIN, expiration date, and the 3-digit security code on the back. Delivery or pickup fees must be paid using another method. Third-party delivery apps are discouraged due to increased skimming risk. For the safest experience, use your chip card directly in-store whenever possible.
